fly leveling

Do penguins fly in very short spirts of flight?
I was on a whaling expedition at the north pole with a few of my Japanese buddies, and we seem to have come across a penguin, as they usually are at the north pole, only this one, I swear, was flying. It was flying very slowly at about 10 feet about the sea level, but it was still flying ,and it landed on one of our dingies.
It was not a puffin i know my birds VERY well.
It was NOT a penguin.
Penguins are only found in the Southern Hemisphere. They can live at temperatures from -60C to +60C, but are not found above the equator in the wild.
Penguins cannot fly. They ‘fly’ underwater. Their bodies are too heavy, and their wings too small to propel them through the air. If a penguin ever appears to be flying, it is merely jumping. It certainly could not do what you described in your question.
